Howard A. Vex specializes in public and private sector labor and employment law and litigation. He is admitted to practice in New Jersey, Michigan, the District of Columbia and the Federal Courts.

Mr. Vex has eighteen years of comprehensive experience representing and defending public and private sector employers in employment disputes pending before the Federal and State Courts and before a wide variety of governmental agencies. He regularly handles matters before the Public Employment Relations Commission, National Labor Relations Board, Civil Service Commission, Office of Administrative Law, Division on Civil Rights, Equal Employment Opportunity Commission, Division of Pensions and Benefits, Division of Worker’s Compensation and both the New Jersey and U.S. Department of Labor.

Mr. Vex’s areas of specialization encompass virtually all aspects of labor and employment law and include, but are not limited to, the following areas:

  • Collective bargaining and police interest arbitration
  • Union relations and grievance arbitration
  • Employment contracts, separation agreements and restrictive covenants
  • Discrimination and sexual harassment claims, comprehensive internal investigations and agency investigations

  • Wage and hour matters and Department of Labor investigations and audits
  • Unemployment and pension disputes
  • Disability accommodation
  • Worker's compensation
  • Employee handbooks and policy updates
  • Workforce and management training and workshops

Mr. Vex prides himself on his unique ability to resolve employment disputes prior to the institution of litigation. In those instances where litigation is unavoidable, Mr. Vex works closely with the client to ascertain and achieve the best possible result in the most cost-effective manner. As part of his proactive approach, Howard frequently conducts comprehensive training for management and staff regarding critical employment issues, such as the prevention and investigation of sexual harassment and discrimination claims. Howard also has significant experience and success completing independent internal investigations of harassment and discrimination claims, always remaining focused on resolving any wrongdoing, while protecting the employer from litigation.
Mr. Vex currently serves as President of the Sussex-Warren Human Resource Management Association, the Northwest New Jersey chapter of SHRM, which represents over 240,000 of the nation’s top human resource professionals. Howard regularly authors articles on a wide variety of employment law topics and is an active trainer and presenter, participating in the following recent programs:

Mr. Vex is a graduate of Cornell University's School of Industrial and Labor Relations and Rutgers Law School - Newark, where he concentrated his legal studies in labor and employment law. Mr. Vex currently represents numerous private sector employers in varied industries, from large corporations with several thousand employees, to small family-owned businesses. Howard also serves as labor counsel to over twenty Northwest New Jersey municipalities, school boards, public libraries and county agencies and has developed an extensive public sector concentration.
