John E. Ursin represents public entities and businesses of all sizes. He concentrates his practice in the areas of municipal law, school law, litigation, and land use.
In 2007, Mr. Ursin was recognized by the New Jersey Law Journal as one of the "Top 40 Attorneys Under 40."
Mr. Ursin counsels Municipalities, School Boards, and other Public Entities and has extensive experience with administrative aspects of government, including OPMA, OPRA, and elections. He advises clients on Highlands Issues, Plan Conformance, COAH and Water and Sewer Utilities. In conjunction with the firm's Labor Dept., he is involved with contractual disputes, union negotiations, employee discipline, civil service and PERC issues. As part of his litigation practice, Mr. Ursin regularly handles litigation involving public entities, such as tort defense, coverage issues, bidding and contractual disputes, and education issues including special education cases.
Mr. Ursin's litigation practice focuses on insurance and construction, including coverage and defense. In addition, Mr. Ursin is experienced with complex business and real estate transactions. He frequently appears before zoning and planning boards and the NJDEP concerning all types of development, zoning and use issues.
Mr. Ursin is Municipal Attorney for the Boroughs of Hopatcong, Franklin, Ogdensburg, and Sussex. He is special Litigation Counsel to the Byram Township Board of Education. Representative clients include Hudson Farm, T.M. Brennan Contractors, Inc. and S.A. Comunale, Inc.
Mr. Ursin is admitted to the Bar of the State of New Jersey, the Commonwealth of Pennsylvania, the United States District Court for the District of New Jersey and Eastern District of Pennsylvania, Federal Courts, Third Circuit Court of Appeals and the United States Supreme Court.
Mr. Ursin was born and raised in Sussex County. Prior to practicing law, Mr. Ursin attended the University of Scranton where he earned a B.S. in Bio Chemistry, and later, Rutgers University School of Law at Camden where he earned his J.D. In 1993, Mr. Ursin served as Judicial Law Clerk to the Honorable Ronald B. Graves.
Mr. Ursin is presently President-Elect of the Sussex County Bar Association, past Chairman of the District X Fee Arbitration Committee, Civil Arbitrator for the Sussex County Superior Court and Condemnation Commissioner appointed by Assignment Judge Bozonelis.
Mr. Ursin remains committed to serving a number of volunteer and charitable organizations. He is Member of the Board of Directors and General Counsel for Project Self-Sufficiency and was honored in 2001 with the Mosaic Award. Since 2004, Mr. Ursin has been a Member of the Advisory Board for Birth Haven and has volunteered for Domestic Abuse Services, Inc. from which he received Community Service Awards in 2003 and 2005. He has served as a Trustee of the Highlands Coalition since 2007. He is active at Good Shepherd Church in Andover. He lives in Byram with his wife and twin daughters.
